Do you think if Enron CEO Kenneth Lay's corruption was never exposed he'd receive the bailout too?

I think most CEO's are corrupt especially the ones who have lobbied to unfairly get trillions of tax dollars by our corrupt politicians in DC. I am sure some of them are no different than Kenneth Lay. Had his corruption not been uncovered (like how he stole all the pensions from his employees and billions of dollars from the company) wouldn't he have been getting the big fat hundred billion dollar checks too? Are the recipients any better than Madoff considering they're taking all our money when most of them don't even need it?
