How do i housebreak my puppy in alaska winter?

we just got a new pitt bull puppy shes 9 weeks old. and she will not use the bathroom outside. we even got her a coat. she just sits there shaking and will go once shes in the house. i know she has to go but i don't want to leave her out there to long in the cold weather. any tips will be much appreciated
