Racing lawn mower?

im working on a 96' craftsman lawnmower with a briggs and stratton 12.5 under the hood.i know every thing i have to do to make it into a racing lawnmower.the only problem is the engine,it wont turn over,ive tried everything any answers on what i should do,should i get a different engine or what.
